Need to pull the web UI code into its own repo, separate from the API server repo.

Here is an initial pull request with the changes, it is not complete yet though. We still need to work out the development and deploy story.

Talked to mixedpuppy about this: we won't remove the web stuff from F1 but rather let the F1 repo get reserved for the F1 master branch only and we'll focus on going to the new multi-repo server deploy from now on. So going to close the pull request for now.

However, we will not be accepting any pull requests that modify f1/web from now on, use client-share-web and either use nginx in front of the f1 repo or replace the f1/web directory in your local clone to be a symlink to client-share-web.

I'll keep this bug open until deployment of the web code works.
