Reproducible: Always

It looks to me (but don't have time to physically check) that building in the 'locales' subdirectory with environment variable AB_CD set to your locale will stage a locale-only XPI package for you. Note that the build system is not an area any ChatZilla devs are really familiar with and most changes to it in ChatZilla's repository are made by other people. We do not use any of it for making releases ourselves.

addons.mozilla.org supports localizations for a long time (the reason why sites for localized extensions, like erweiterungen.de, went out of service) it would be really useful to let the user download the extension from one central place instead of hunting his/her locale down.
