Details
The purpose of this bug is to promote sync using a start page snippet.
caveat: we may want to hold off on this bug until we can deploy snippets based on locally detecting if users have started to use certain features. In this case we would only promote sync if we know that the user has not set it up yet.
I don't think there is a bug on this yet, but it is listed as a P3 on https://wiki.mozilla.org/Features/Firefox as "Allow engagement through Firefox Start Page based on browser's knowledge of the user"
second caveat: we obviously want to be sure that we can handle the server load of new sign ups before we push out a snippet like this, and we might want to throttle the snippet so we don't suddenly have a percent of 140M active users trying to sign up at the same time.

Let's WONTFIX this for now. I'm sure FxA will have its own story.

Well now we have promo box in bookmarks, passwords and add-ons star panels, so I guess this is really no more needed.
