this seems like a minor bug, it should be easy to solve.
Note: this involve the Add-on Manager.
If you change from tabs on top to bottom, 2 back and forward keys will appear
if you change from tabs at the bottom to tabs on top, no back and forward keys appear.
Reproducible: Always
Steps to Reproduce:
*(Part 1 for changing tabs on tab to tabs at the bottom)
1. Open Firefox with tabs on tab. Open A few tabs plus some app tabs.
2. Open Add on manager
3. Change tabs from tabs on top to tabs at the bottom.
4. You will see 2 sets of Back and Forward buttons, 1 back and forward button is location beside the location bar, 1 is located below your app tabs.
5. to solve the problem go to another tab. Then go back to Add-on manager. you will realize that only 1 set of back and forward button remain.
*(part 2 for changing tabs at the bottom to tabs on top)
6. Repeat every step above including step 5.
7. Change tabs from tabs at the bottom to tabs on top.
8. You will realize there is no back and forward will appear on the Add-on Manager.
9. Remain step 5 and you can solve the problem.

Forgot to mention that when you change tabs location (from top to bottom or bottom to top), your primary tab must be the Add-on manager. (just in case it wasn't clear enough).
One more thing, you can solve the button issue by going to another program. (for example, you go to Mircosoft word and type something. You come back to firefox, with the back and forward button issue fixed.)
Thanks.

Not sure there is any specific notification that the tab state has changed for us to use here.
