STEPS TO REPRODUCE:
 0. Be running Ubuntu, with Ubuntu Software Center as the default handler for .deb files. (This is the default in 11.04 -- not sure about earlier versions)

 1. Visit URL: http://www.opera.com/browser/download/ and click "Download Opera"
    (or, click a download link for any other .deb)

    --> Download dialog should offer "Open with [Ubuntu Software Center]"

 2. Make sure "Open with" is selected, and click OK.
   (OR, equivalently: choose Save File, and then when it's done,
    right-click the entry in download manager and choose "Open".)

EXPECTED RESULTS: Ubuntu Software Center installs the .deb.
ACTUAL RESULTS: Ubuntu Software Center opens and shows the error message:
>   Not Found
>   There isn't a software package called "File:" in your current software sources.

NOTE: From the command-line, I get EXPECTED RESULTS if I run
  software-center /tmp/opera_11.10.2092_amd64.deb
but I get ACTUAL RESULTS if I run
  software-center file:///tmp/opera_11.10.2092_amd64.deb
so it looks like this is just a case of software-center not recognizing file:/// URIs (and Firefox depending on sending those).  I don't know if it's possible for us to send actual file paths instead, but that would fix this...

Yeah this is an INVALID bug.
Firefox has done this for years, majority of Linux understands file:// IRIs, it’s only recently been a problem on Ubuntu because they made their own installer :/
