I can open multiple Add-on manger tabs by typing about:addons in the address bar. So which of them would you like the bookmark to switch to? Or is it somehow a general problem that Firefox can open multiple Add-on manager tabs?
Works for me on Mozilla/5.0 (Windows NT 6.1; rv:5.0a2) Gecko/20110510 Firefox/5.0a2

Also, could you see if the issue occurs if using Firefox in safe mode:

How about with a new, empty testing profile? (Don't install any addons into it)

Yes, this report seems to say that it is possible to open several add-on manager tabs in various ways (bookmark, direct URL typing). That can become a problem (or at least misleading) because if you do any action in the tab, the duplicate tabs aren't completely synchronized. They try, but aren't the same. What is the current component for Addon manager?

This is not something we're going to fix. If you fix cases where the UI shows something incorrect then please file bugs on that.

Bookmarking an URL and opening it should not behave like switch-to-tab. It's expected that the URL opens in the current tab. As Dave said, please file new bugs if you see that the status is not correctly synchronized.

And this has nothing to do with the Add-ons Manager but how bookmarks work.

Yes, but the idea was that when these special URLs (e.g. about:addons) are actually a part of the application, there could be protection against opening them multiple times to not confuse the user by displaying different state.
