TopBugs ignores bugs that occurred on dates with no testruns, leaving 0-count bugs in the table

We have some cases where we have bug information for a particular date, but not testrun information (since we have always collected tbpl star data for all trees, but logparsing for some trees was turned on only recently).

Case in point:  http://brasstacks.mozilla.com/orangefactor/bybug?startday=2011-04-01&endday=2011-04-14&tree=places, look at the data for 2011-04-13.

When we render the TopBugs page, we assign a count of 0 to bugs that exist in our database, but for which the testrun count is 0.  This means that in some cases we can have bugs in our top bugs table with 0 occurrences. !?

Ignoring bugs in this fashion makes sense on the OrangeFactor page, but for TopBugs the testrun count is irrelevant.

This was fixed as part of another bug; unfortunately can't remember exactly which one.  But the data is fine for that day range now.
