l10n_site.views.proxy is a view that talks to Pascal's webdashboard and displays the number of web l10n bugs for a given locale.
We moved almost everything out of l10n_site, and we should do the same with this view.
A candidate destination is l10nstats, which will at some point merge to shipping.
