653555 - Lock several test slaves to test that buildbot-master04 works well

I have locked the following slaves to buildbot-master04 to do test jobs:
* talos-r3-fed-00{3-6}
* talos-r3-fed64-00{3-6}
* talos-r3-leopard-00{3-6}
* talos-r3-snow-00{3-6}
* talos-r3-xp-00{6-9}

I will check again later and move more slaves if things are good.

In the morning we will review the jobs run and enable the test master (bm04-tests1) completely if everything is good .

We have gone ahead and unlocked bm04-tests1 and bm06-tests1 so we are not doing anymore locking slaves to a master.

Things are looking good.
