The current message (This forum is a discussion about improving the "(localized-article-name)" article) at the top of localized article discussion forum is confusing because the content improvement is treated in the English article discussion forum and the translation improvement is treated in the localized one. The message at the top of localized article discussion forum should be: "This forum is a discussion about improving the localization of the "(localized-article-name)" article. If you want to improve the article content, go to the (english-article-discussion-forum-link)."
That's not a huge change... could we add an L10n comment and ask people to localize it that way?

James, do we have a chance to use different strings based on en-US/non-en-US? Scoobi is right about people using translation tools and missing comments, but I'd still rather do that if the first option is not available.
