This is not the ideal location for this option as this feature is not targeted only at web developers and the casual will not go hunting for it there. Reproducible: Always Steps to Reproduce: 1. Click on File 2. Then Web Developer 3. Offline Mode is last option Actual Results: see details Expected Results: I would expect the Work Offline menu option to be directly under the File menu i.e. File > Work Offline and not File > Web Developer > Work Offline
That would also apply to Linux. But also see bug 598719 which is about a better way to cache content. In any way lets get feedback from UX.

Agreed with Schalk Neethling, this feature is useful for and used by not only web-devels but regular (well, "power") users too and should be not hidden so deeply.
There are quite a lots of people - including me - having valid uses of "Work off-line" that are not for Web development. We have a few examples of these in file bug 598719. In Firefox 26 on Win 7 I DO HAVE "Work off-line" in the menu File. In fact, I even miss the socket from good old Communicator : it was a button at the bottom-right of the window. With it, it was an easy way to : - Switch between off-line and on-line. - AND to know in which mode we are.
