Steps:
------
1) Submit a new add-on
Log in at: https://addons-next.allizom.org/en-US/developers/addon/submit/1
2) At Step 5. Select a License:select the check box "This add-on has a Privacy Policy"

Result: "Some HTML supported." link is missing for Privacy Policy
Note: This link is present for Privacy Policy in 
Edit Page:Manage Authors & License
