Create a new permission that can be assigned to groups and/or users so they can mark an answer as solved.

NOTE: All superusers (admins) will have this new permission. The permission ("questions | question | Can change/remove the solution to a question" in the admin) can also be assigned to users and/or groups.

Verified superusers have new permission, verified able to assign permission to an individual user.

I created the Test group, the only permission is the "Can change/remove the solution', added a user to that group and they do not have the Solve questions permission. Ex: https://support.allizom.org/admin/auth/user/298048/

I just tried adding one of my test users to that Test group, and now I see the "Solved it" form. Maybe it was a caching thing? Also, answers by the person that asked the question can't be marked as the solution.

Verified my test user is now able to solve questions- maybe it was caching.
