Bookmark All Tabs item should not be present in the traditional Bookmarks menu as per bug 625325.
We do not have removed the "Bookmarks all Tabs" menu entry. It's only visible when the menu is invoked via the keyboard on Windows and Linux, and all the time on OS X. See the comments on bug 588011. There is no plan to remove that item.
