Summary:
Send Unsent Messages should be ghosted when there are no unsent messages.
To Reproduce:
Clear Drafts folder of root mail account and Unsent Messages folder in Local
Folders.
Notice that File menu item still seems to be a viable choice.

I am not seeing this on Win2K, Build 20011208. When I delete all the messages
in Unsent Messages, Send Unsent Messages becomes greyed out. Since stuff in
Drafts isn't meant to be sent on "Send Unsent Messages", Drafts doesn't need to
be cleared(indead Send Unsent is grayed out even though Drafts still has stuff
in it).

Someone fixed this, this also worksforme, build 2001-12-11-03, Windows 2000.

Changing os to mac os x since on linux and win98 I don't see this problem.
Reopening because I see this bug still on mac os x from 2002-01-14-06 build.
