When editing group controls, one sees a table of legal MemberControl/OtherControl values. The row with SHOWN/SHOWN (which is the only row with OtherControl=SHOWN) has the interpretation:

> Bugs in this product can be placed in this group by anyone with permission to edit the bug even if they are not a member of this group.

which strongly implies that non-members can place an existing bug in a group.

However, bug 458391 comment 3 clearly states that non-members can only place a bug in a group at creation.

Please change the on-page text to clarify this behavior.

Steps to Reproduce:
1. Create a user-defined group.
2. Edit a product.
3. Click "Edit Group Access Controls".

Want to see description of the actual behavior for non-members.
