We're allowing users to opt out of us attempting to automatically repackage their add-ons.  This will generally only affect a small number of people.  This bug is for:

- Adding a boolean to the database, per add-on.  The default is opted in to repackaging!
- Adding a checkbox in the "Technical Details" section of the "Edit Add-on Listing" page.  This checkbox should only appear if the add-on is a jetpack.  If you need help with the help text, ask me.
