6571 - selection: dragging mouse only selects a certain way

using 5/17 build of apprunner on Win 98 only.

1) launch apprunner
2) launch editor from task menu
3) try highlighting entire page using mouse

closely observe that as you glide the mouse down the right side of the page,
that not all the text is selected. You have to drag the mouse along the path
of the text to get all of it highlighted..

This is not the case on Linux or Mac...it works fine there...much easier
to select the entire text smoothely...come by my cube for a demo of this
bug if its not clear what I'm referring to...

this is fixed now.  (this does not mean clickin or draging in no-mans-land will
work yet. but all you have to do is pass over ANY frame and the selection will
continue there) It is not necessary to trace each frame,  jumping frames and
block level selection works great.

verified in 6/11 build. but found another problme ontext selection for
full page...see other bug assigned to Mjudge.
