Having a single Preliminary queue was a bad call on my part. It not only confuses editors, but has also caused some problems in queue sorting (see bug 656122 comment #7).

What we need is a queue for preliminary nominations, where the add-ons are sorted by nomination date, just like the ones in the full review queue, and then a preliminary update queue for updates waiting for preliminary review, which should be sorted by the creation date of the latest file, like the regular update queue after bug 654096.

This also requires changing the Editor homepage to show data for the 4 queues.
