If no one has submitted any feedback for the default dashboard's build, the homepage/dashboard is devoid of feedback. This is expected behaviour but it's confusing to users who have never been to the site before or haven't noticed the version has changed.

We should have a page that tells the user there are no results for their query and instructions on how to filter their search if no results are available.

It would also be worth checking if the page is the default dashboard and giving some extra info to users if it's empty (it would be a good spot to tell them what Input is about).
