For locales with AAQ not activated, in the discussion forum top message, the Ask-a-question link should redirect to Get Community Support

Now, the Ask-a-question link in the discussion forum top message redirects to support.mozilla.com/question/new.
It is OK for English users to prevent switches between the AAQ page and the AAQ discussion tab, but for other locales, it redirects to the partially localized English support forum and users could ask questions in their language.
For non en-US locales, the Ask-a-question link should redirect to the AAQ page.

Scoobi, can you clarify what you mean with "the Ask-a-question link in the discussion forum top message"? I can't see a link from the discussion forums to the Ask a question page

Click the "poser une question" link in https://support.mozilla.org/fr/kb/firefox-met-beaucoup-de-temps-demarrer/discuss.

Let's allow the AAQ link for Brazilian people also.
