Reproducible: Always Steps to Reproduce: 1.Open Firefox, load a few tabs 2.Open Downloads window 3.Close Firefox window, leave Downloads window open 4.Use Firefox's "Open new tab" using a Firefox shortcut in the Windows 7 taskbar Actual Results: It reopened every tab. Expected Results: Same as actual results.
