steps to reproduce: 1. Pick an add-on awaiting full review 2. Reject the add-on 3. Load the versions page for that add-on (https://addons.allizom.org/en-US/developers/addon/blahblah123456/versions/) 4. Click on 'Request full review' expected behavior: Links to request review are disabled if all the files have 'disabled by mozilla' status. observed behavior: Users can request review for an add-on with rejected files. The add-on is listed in the editor review queue with no files (https://addons-next.allizom.org/en-US/editors/review/1240086?num=3)
The steps to reproduce don't mention anything about "disabled by mozilla" - how did that happen?
Target Milestone: 6.0.12 → 4.x (triaged)
