Seems silly to include the "Check to see if your plugins are up to date" link when no plugins are enabled.
Why? People could have disabled plugins because of security holes. Now when updates are available and the user wants to check for, we should give him/her the possibility. IMO it would be silly to show the link when no plugin is installed.
Well, the plugincheck page can't check for updates to disabled plugins so it's true it is pointless, but I don't think it's worth the effort to do this. Would much rather spend time on actually making plugin updates possible rather than the current half-measure.
