Reproducible: Always Steps to Reproduce: 1. Setup a webpage that will never finish loading (e.g., permanent sleep in a PHP script) 2. Customize your toolbar and place the Reload button to the left of the address bar so it's not merged with the address bar, and set to only show Icons. Place the stop button to the right of the reload button, and finish customizing. The buttons will merge 3. Access the webpage 4. While it is loading, customize the toolbar again and move the Stop button to the left of the Reload button, then finish customizing 5. Press the Stop button Actual Results: After you perform the steps above Reload will be gone. Removing Stop does not bring Reload back. Moving Reload to other locations in the toolbar will not bring it back. Changing to show only Text, or Icons with Text will bring Reload back only while in those modes. Expected Results: Expected result is to have Reload replace Stop.

Reproduced. (The buttons are already on left side of the address bar from the very beginning in this old Firefox, like after step 2 in the STR in comment 0.)
