Panel can only be resized programmatically, it would be good feature to be able to set panel resizeable by users.

Reproducible: Always

In general, we've been thinking of panel size as something that is determined only by the developer, and we haven't particularly wanted to present users with such a choice. But perhaps there is a use case we haven't considered; what would be the primary use case for such a feature?

A simple use case, users might want to resize the chat panel to their requirements. Panel size set by developer might be restrictive, effect the usability of some addons?.

Hmm, ok, I guess I can imagine such a use case, although I would want to be careful not to expose such functionality for the majority of panels where it isn't helpful.

At the moment, panels aren't persistent, so I'm not really sure how useful resizing something would be.
