steps to reproduce:
1. Load https://addons.allizom.org/z/en-us/firefox/i/
2. Notice that the panel changes every few seconds. Just wait for the carousel to rotate through all the panels.
observed behavior:
blank panel loads. This is without the user hitting the >> button (which is filed as 658701)
