Details

While attempting to deploy account-portal to dev, I found that there is no RELEASE.txt indicating recent changes and the stable tags and their dependencies.

Please commit RELEASE.txt, using server-key-exchange/RELEASE.txt as a template, and keep it up to date for all future releases.
There is now a RELEASE.txt
