Reproducible: Always

Steps to Reproduce:
1.open firefox (at primary monitor)
2.open more than one tab
3.drag one tab
4.move a non-primary monitor (multi monitor setup)
5.drop the tab outside a firefox window

Actual Results:  
a new firefox window will be opened at the primary window

Expected Results:  
Please open the new firefox window at that monitor where the drop takes place - and not on the primary monitor.
