When using the Ctrl+# shortcuts, Ctrl+1-5 work very well, but when Ctrl+6 is reached, firefox uses the Ctrl+- shortcut. While it is true that - is under the 6, it's not logical not to have to press shift for 1-5 and having to press it for 6. Either shift has to be pressed for every number, either for none...

Reproducible: Always

Steps to Reproduce:
1. Open at least six tabs.
2. Press any shortcut from Ctrl+1 to Ctrl+5.
3. Press Ctrl+6 (the 6 above the letters) on a french keyboard.

Actual Results:  
Firefox opens the 1-5th tab when Ctrl+1-5 is pressed. When Ctrl+6 is pressed, Firefox zooms out.

Expected Results:  
The 6th tab should open.

From what I can tell, this bug should be closed.

On my french-canadian keyboard, the navigation keys are Alt+# so there are no problem of this sort.
