660795 - Need more advanced logic on sending challenges to a project page

Taking https://drumbeat.org/en-US/projects/mojo/ as an example.

We're sending challenges through to the template using Djangos .upcoming filter. Currently this is fine as it shows there being 3 open but once these 3 close nothing will be sent. 

To allow for a bit more template flexibility it would be good to send through that the challenges are there but now closed - so we can include copy to push uses through to voting in this case.

Modified projects show view to fetch all challenges instead of just the upcoming ones. We can revisit / revise how this works after the current challenge cycle is finished.
