You'd never do this the way I do in the testcase, but if you get nodes from a file (e.g. by XHR) and insert them into the document, the whitespace nodes are kept.
Neil informs me it's the XUL content sink that removes the whitespace, not anything to do with XBL. Going to have to do it myself.
