661789 - Need updates to AUS config to prepare for offering 5.0 major updates

We need some updates to the AUS config so that we're ready to offer major updates.

1) I think we want to copy these sections.

(replacing 3.5 with 3.0 and 3.6 with 3.1 - although we're not going to do 3.0 MUs to 5.0 at this time, we should still add it just in case we do it at a later stage).

2) Please set the throttle level for 3.1.10 to "10" (i.e. 10%), and allow it unthrottled on betatest and releasetest.
