This is true for all special folders. Not 100% sure how many there are in
Mozilla today...

Adding 4xp based on comments.  This bug is related to bug 59330 and might be a 
duplicate.

What if the "new bookmark folder" and "personal toolbar folder" are the same?

4xp each combined state is recognized and handled. it just requires extra css 
selectors.

Gilles, the decision was made at some point to just make the personal toolbar 
icon the same as normal folders.  Not sure why...
