Have you installed Personas Plus? If yes, this is known, see Bug 587980. You can try to disable Personas Plus. The installed persona is still available through Add-ons manager under Appearance. Only installing a persona isn't so easy without Personas Plus.

I have Personas 1.6.2 which appears to the same as Personas Plus installed. Disabling makes no difference.
Do you have other Add-ons installed? Can you try with disabling all. If this solves the problem, can you enable one Add-on and restart Thunderbird, then enable the next Add-on and restart until the problem appears?

Only other add-ons were ChromEdit Plus 2.9.3 & Nightly Tester Tools 3.1.7, disabling those three made no difference.
I'm sorry but here also on Win7 I can't reproduce your problem. If you where on XP it could be Bug 573360
Hmm...looks like it depends on the Persona installed.
