We have two tegras, -021 and -053 that do not boot unless they have a usb device connected. If you connect a monitor, you'll see the flashing android icon on the splash screen flashes faster than normal, and you never get the 'A N D R O I D' text. Connect a usb keyboard, and all's well. I'm keeping -021 as a sample of the failed state, -053 is queued up to see if a reimage fixes it. (see bug 660598)
Reimaging doesn't have any impact, these boards simply won't boot without a USB device. As mentioned in bug 660598, these have gone back to Aki for use as developer boards.
