I assume we just want this somewhere in base.html or base_site.html.

Eric: I think this is really a job for you. Or at least mock it up where you want it (should be prominently displayed, of course). But really, the mockup is the real thing: just put it inside a <noscript> tag.

Looks good, Eric. But I notice that you can't actually dismiss the message without JS. So either we find a way to let people dismiss the message without JS (seems like there's little point in doing that), or we should probably remove the close-link. Cam?
