Approval notifications go out to localizers for all reviews, not just approvals. Rejections should not cause mails to go out. Thus sayeth both sanity and Michael Verdi (synonymous).
Already fixed in the ready-for-l10n branch; filing just for QA.
Actually, broke it off separately. Landed in http://github.com/jsocol/kitsune/commit/e6cfcd7.
