1. Open the listed URL 2. Click on the Link Arrays and matrices. Error- Nothing Happens. Expected Behavior- The page should move the section of the document "Arrays and Matrices" Regression- Some of the links on this page work under mozilla and some don't, however, all of them work under Netscape 4.76. RedHat 7.0, kernel 2.2.16-22, i686
over to html element.

The page uses <a name="Arrays%20and%20matrices"> and <a href="#Arrays%20and%20matrices">. This is the same issue as that discussed in bug 66272 -- the name attribute should not be escaped. This is a bug in the webpage; over to evangelism just like 66272.
