STR: open about:home in fennec (use a central build).
ER: the local tabs block appear page-centered.
AR: it is shifted to the left (see screenshot attached).
Note: this seems to be a regression.

Looks like we're floating this left, regardless of what your locale direction is. Fixes that and a margin-right in css.
