I followed the advice in your FAQ's and deleted a file from my profile but I still can not put or drag anything onto my toolbar. Do you have any other ideas for fixing this problem?

What version of SeaMonkey are you using? And which file did you delete?
I am using the latest version of Seamonkey, 2.0.14, and the file I deleted in the profile folder was "localstore.rdf"
On reading FAQ's, this was the recommendation for fixing my problem, but it did not seem to do anything. Do you have some ideas?

There was a memo about how to fix it. You add a folder to your bookmark, name it Personal Toolbar, then go to view and choose it as your personal toolbar.
Ability to set folder as Personal Toolbar is deprecated in modern Firefox/SeaMonkey, and 2.0.x is not supported, so WONTFIX
