663673 - allow users to flag personas for re-review

It may be good to add a "report this Persona" link at the http://www.getpersonas.com/en-US/persona/<ID_HERE> page, with any user being able to leave a comment if they think the Persona was reviewed wrongly or should not have been approved. That would be a separate queue for re-review.

We also need somebody who is going to check the re-review queue.

Perhaps a radio-button list with common reasons personas get flagged, along with an "Additional Comments" box as well? People might not want to take the time to write out why they believe the persona needs re-reviewing.

getpersonas is being shutdown in favor of addons.mozilla.org.  AMO already supports this feature with a "report abuse" link on the add-on detail pages.
