Have the helpful vote for KB articles display behind a waffle flag - default on, but it should be flippable to off.

I don't see this in admin> waffle> switches- is there somewhere else I should look?
You can hide it by creating a new Switch called 'hide-voting' and turning it on.
Verified able to add switch and then hide/display the kb article helpful feature
