When a "Download Error" message window is open, the browser reports "Offline mode" when trying to open a webpage.

Reproducible: Didn't try

Steps to Reproduce:
1. Create a situation where "Download Error" message box is open.  This message box is modal to the "Downloads" window.
2. In a browser window, try to open a webpage.


Actual Results:  
The browser displays the "Offline mode" page.

Expected Results:  
The webpage should load, or the user should made aware of the underline cause of the problem.
