It seems to me that the code is doing the right already by using toLocaleFormat [1]. I suspect that that toLocaleFormat doesn't catch on to the new locale when it's changed midstream. IIRC the JS locale functions use the system locale whereas everything else uses the Gecko locale, so a mismatch is easily produced (see bug 597852 comment 4).
