a user should see a "new" menu item beneath each object type in the manage header bar

Not sure if "header bar" is the right term. But the area under manage that currently shows: Users Environments Products Cycles Runs Suites Cases
If the user hovers on one of those words, it would be nice to have a menu item drop down to be able to create a new one of whatever that is. Rather than having to click on "Runs" then click the "Create new run" button.

Mass-closing remaining MozTrap bugs as WONTFIX, due to 1) the Mozilla-hosted instance being decommissioned (see https://wiki.mozilla.org/TestEngineering/Testrail), and, for now, 2) the still-up code archived at its GitHub page: https://github.com/mozilla/moztrap (we'll decide what's next for that, in the near future).
