Resolving WFM any keyword:intermittent-failure bug where:
* Changed: (is less than or equal to) -3m
* Whiteboard: (contains none of the strings) random disabled marked fuzzy todo fails failing annotated time-bomb
* Whiteboard: (does not contain the string) leave open

There will inevitably be some false positives; for that (and the bugspam) I apologise, but at least this will clear out the open cruft (and thus reduce risk of mis-starring) on TBPL's annotated summary bug suggestions.

I've been running the browser-mochitests in a loop trying to track down a different intermittent, and I hit this intermittent first in 13/15 failed runs. So relative to all other mochitest-bc intermittents, this one is really bad.

I'm deleting this test now from my local runs, so I can see past it. I don't know if it's really this test, but when it fails everything seems to collapse (many, many following tests fail and the one I care about doesn't. It seems to depend on some other test running first, so that test, whatever it is, is probably getting wiped out in the carnage.)
