Kuma:Users should be able to customize their own edit toolbar

Once a user creates their account, they should have a way to customize their editor toolbar. This will be great because different people have different specific needs. This is lower priority, of course, than letting admin customize the default toolbar.

Yes, absolutely. However, admins need to be able to customize the toolbar that comes up by default.
