SUBMIT CRASH REPORT  is always checked as default. this needs to be OFF always.
on load of firefox after "submit crash report" button is unchecked and exit firefox it comes back on. it will not stay off when unchecked. anyoyaning as hell. some times in sessions it comes back to checked. 

Reproducible: Always

Steps to Reproduce:
1. load or reload firefox
2. tools menu to options under advanced 
3. uncheck "submitt crash report" exit firefox then reload firefox.

Actual Results:  
comes back on or checked

Expected Results:  
stay off and stay as last unchecked.
