Details

Currently, I have to move the cursor three pixels in from the edge of the 
screen in order to select a folder.  That makes it harder to select a folder 
using the mouse than it would be if the tree extended all the way to the edge 
of the screen.

Fixing this for Win Classic (but not for Modern) probably depends on bug 52888.

Shouldnt this be combined into bug 60336?
